Landlord registration starts 15 December 2026: a letting agent's guide

Landlord registration opens on 15 December 2026, starting in the West Midlands. The timeline, adverts, and a checklist for letting agents.

On 9 September 2026 the government set the date for one of the biggest remaining parts of the Renters' Rights Act: landlord registration opens on 15 December 2026.

Registration will be mandatory, with fines for landlords who do not sign up, and registration numbers will be needed on adverts. For letting agents, that means work for every managed landlord and a change to how you market lets. Here is what was announced and how to prepare. Checked against gov.uk on 16 September 2026.

The government has said it will bring regions forward over 12 months. If your agency covers several areas, your landlords may be called at different times.

What it means for letting agents

The announcement is short, but three points matter for agencies:

  1. Every landlord you manage for must register. Registration is the landlord's legal duty, but most will expect their agent to help, or to do it for them.
  2. Registration numbers go on adverts. Letting agents and landlords will need to include them. An advert without one will be a compliance problem once the requirement applies in your area.
  3. Fines apply for not registering. Landlords who ignore it risk penalties, and a landlord in breach is a risk to your agency's reputation.

The government has not yet published every operational detail, including any fee. We will update this post when it does. Until then, be wary of anyone quoting a registration fee as fact.

A preparation checklist

You can do most of the work before your region opens:

  1. List every landlord and property you manage, with the landlord's legal name, contact details and correspondence address.
  2. Note company landlords separately. Record the company name and Companies House number.
  3. Confirm ownership details for each property, so there are no surprises at sign-up.
  4. Check compliance is current. Gas safety, electrical safety, EPC and deposit protection should all be in order before a landlord puts their details on a government register. Our compliance checklist covers each one.
  5. Decide your service. Will you register on landlords' behalf, guide them through it, or leave it to them? Put the answer in writing and in your terms.
  6. Update advert templates so there is a field for the registration number, ready for when it is required.
  7. Tell landlords now. A short email explaining the dates saves a rush of calls in December.

Where this fits in the Act

Registration is one of several measures still to come. The tenancy reforms, including the end of Section 21 and periodic tenancies, have applied since 1 May 2026. The Private Rented Sector Landlord Ombudsman, the Decent Homes Standard and Awaab's Law for private rentals do not yet have confirmed start dates. Getting your data ready

Registration rewards agencies whose landlord and property records are already clean.
